Nowadays, a standard for measuring power has changed. These changes foretell a new standar
d for measuring power. No longer will a nation's political influence be based solely on the strength of its military forces. Of course, military effectiveness will remain a primary measure of power. But political influence is also closely tied to industrial competitiveness. It's often said that without its military the Soviet Union would really be a third-world nation. The new standard of power and influence that is evolving now places more emphasis on the ability of a country to compete effectively in the economic markets of the world.

America must recognize this new course of events. Our success in shaping world events over the past 40 years has been the direct result of our ability to adapt technology and to take advantage of the capabilities of our people for the purpose of maintaining peace. Our industrial prowess(威力)over most of this period was unchallenged. 5 Astrodome Sports Ltd was formed in December 2000 by seven engineers who comprise the boa
rd of directors of the

company. The seven engineers previously worked together for ‘Telstar’, a satellite navigation company.

In conjunction with one of the three largest construction companies within their country they constructed the ‘365

Sports Complex’ which has a roof that opens and uses revolutionary satellite technology to maintain grass surfaces

within the complex. The complex facilities, which are available for use on each day of the year, include two tennis

courts, a cricket pitch, an equestrian centre and six bowling greens. The tennis courts and cricket pitch are suitable

for use as venues for national competitions. The equestrian centre offers horse-riding lessons to the general public and

is also a suitable venue for show-jumping competitions. The equestrian centre and bowling greens have increased in

popularity as a consequence of regular television coverage of equestrian and bowling events.

In spite of the high standard of the grass surfaces within the sports complex, the directors are concerned by reduced

profit levels as a consequence of both falling revenues and increasing costs. The area in which the ‘365 Sports

Complex’ is located has high unemployment but is served by all public transport services.

The directors of Astrodome Sports Ltd have different views about the course of action that should be taken to provide

a strategy for the future improvement in the performance of the complex. Each director’s view is based on his/her

individual perception as to the interpretation of the information contained in the performance measurement system of

the complex. These are as follows:

(a) ‘There is no point whatsoever in encouraging staff to focus on interaction with customers in efforts to create a

‘user friendly’ environment. What we need is to maintain the quality of our grass surfaces at all costs since that

is the distinguishing feature of our business.’

(b) ‘Buy more equipment which can be hired out to users of our facilities. This will improve our utilisation ratios

which will lead to increased profits.’

(c) ‘We should focus our attention on maximising the opening hours of our facilities. Everything else will take care

of itself.’

(d) ‘Recent analysis of customer feedback forms indicates that most of our customers are satisfied with the facilities.

In fact, the only complaints are from three customers – the LCA University which uses the cricket pitch for

matches, the National Youth Training Academy which held training sessions on the tennis courts, and a local

bowling team.’

(e) ‘We should reduce the buildings maintenance budget by 25% and spend the money on increased advertising of

our facilities which will surely attract more customers.’

(f) ‘We should hold back on our efforts to overcome the shortage of bowling equipment for hire. Recent rumours are

that the National Bowling Association is likely to offer large financial grants next year to sports complexes who

can show they have a demand for the sport but have deficiencies in availability of equipment.’

(g) ‘Why change our performance management system? Our current areas of focus provide us with all the

information we need to ensure that we remain a profitable and effective business.’

The first thing to notice is that the media we're all familiar with—from books to televisi
on--are one-way propositions: they push their content at us. The Web is two-way, push and pull. In finer point, it combines the one-way reach of broadcast with the two-way reciprocity (互惠) of a mid-cast. A second aspect of the Web is that it is the first medium that honors the notion of multiple intelligences. This past century's concept of literacy grew out of our intense belief in text, a focus enhanced by the power of one particular technology-the typewriter. It became a great tool for writers but a terrible one for other creative activities such as sketching, painting, notating music, or even mathematics. The typewriter prized one particular kind of intelligence, but with the Web, we suddenly have a medium that honors multiple forms of intelligence—abstract, textual, visual, musical, social, and kinesthetic. As educators, we now have a chance to construct a medium that enables all young people to become engaged in their ideal way of learning. The Web affords the match we need between a medium and how a particular person learns.

A third and unusual aspect of the Web is that it leverages (起杠杆作用) the small efforts of the many with the large efforts of the few. For example, researchers in the Maricopa County Community College system in Phoenix have found a way to link a set of senior citizens with pupils in the Longview Elementary School, as helper-mentors (顾问). It's wonderful to sec-kids listen to these grandparents better than they do to their own parents, the mentoring really helps their teachers, and the seniors create a sense of meaning for themselves. Thus, the small efforts of the man—the seniors—complement the large efforts of the few—the teachers. The same thing can be found in operation at Hewlett-Packard, where engineers use the Web to help kids with science or math problems. Both of these examples barely scratch the surface as we think about what's possible when we start interlacing resources with needs across a whole region.

In the seventeenth century, European soldiers who came across some Indian groups in the we

Not only did the Indians appear to lack a formal system of authority, but they also deeply hated any efforts to control their actions. The authority is so much a part of our culture that it is hard for us to imagine a workable society without it. We have been used to relying on authority to get things done and would probably be uncomfortable with the Indian methods of examples on a large scale.

Of course, the major reason why the Indian system would not be suitable for us is that our society is too large. The number of tasks that various members of our society have to perform. often under tight time and resource limitations could not be treated by the Indian system. In modern societies, the formal authority system is necessary to achieve any social objectives.

Everyone seems to be in favor of progress. But " progress" is a funny word. It doesn't nec
essarily mean that something has become stronger, wiser, or better. It simply means changing it from being one thing to another and sometimes it turns out to be worse than before.

Consider medicine, for instance. No one can deny that medical progress has enriched our lives tremendously. Because of medical advances, we eat better, live easier and are able to take care of ourselves more efficiently. We can cure disease with no more than one injection or a pill. If we have a serious accident, surgeons can put us back together again. If we are born with something defective, they can repair it. They can make us happy, restore our normality, ease our pain, replace worn parts and give us children. They can even bring us back from the dead. These are wonderful achievements, but there is a price we have to pay.

Because medicine has reduced infant mortality and natural death so significantly, the population has been rising steadily, in spite of serious efforts to reduce the rate of population growth. Less than a century ago in the United Stales, infant mortality claimed more than half of the newborn within the first year of life. Medical advances, however, have now reduced that rate to nearly zero. A child born in the United States today has better than a 90% chance of survival. Furthermore, medical advances have ensured that most of these infants will live to be seventy years of age or more, and even that life expectancy increases every year. The result of this progress is an enormous population increase that threatens the quality of life, brought about by progress in the medical profession.
